Territorial management, Integration with de Province Cadastre

Description of the services provided by the firm’s staff for the project:

  • Reengineering of Processes in Cadastre, Public Works and Private Works of the Municipality
  • Development and implementation of Interface with the Municipal Income System and with the Provincial Cadastre.
  • Migration of alphanumeric data and graphs available in the Municipality to the new data model.

Scanning (scanning) of 30,000 drawings and indexing (3 fields), in association with the corresponding plot.

Development of the Territorial Management System of the Municipality of Trelew

The development process was divided into Subsystems grouping the functionality according to the following application areas, without restricting its use by any of the other areas of the organization:

  • Cadastre Subsystem: Parcel State Editing Modules, Valuation, and Reports and Certificates
  • Subsystem of Particular Works: Work Record Maintenance Module, Inspections, and Reports and Certificates
  • Public Works Subsystem: Urban Planning Module, Infrastructure Data Maintenance, and Reports and Certificates
  • Interfaces Subsystem: With Municipality Revenues and DGCeIT
  • Web services    

Data Integration

From the analysis of the characteristics of the graphic information available in the municipality, it was decided to establish as a cartographic basis of the plot the obtained from the Directorate General of Cadastre y Information Territorial Systems of the Province of Chubut (DGCeIT), because it was georeferenced and corrected topologically. Different layers provided  by the municipality  were added to this base mapping.

With regard to alphanumeric cadastral information, it was updated according to the information available in the municipal management system SIGEMI, from which the data related to standards (and their related data, such as domiciles, tax managers and domain data, among others), were kept synchronized daily through the automated interface.

With regard to the information related to the management of Particular Works, the information corresponding to the works files and from the system “Works” the corresponding information was migrated to the management of different procedures related to the area and supplemented with information recorded in different files in Excel.

Scanning, Indexing and Loading Plans

The tasks of digitization consisted in the selection, breakdown, scanning, identification, archiving and association of the affected patterns of the plans of existing works in order to have a graphic record of them that can be consulted through the application, and to have a digital backup of this information of great utility for the management of the municipality in general and particularly the area of Particular Work.

The work carried out involved 20,000 scanned documents and their association with more than 34,000 patterns and work files.
