Permit and Claims Management System of the Government of the City of Buenos Aires

The project consisted of the development and implementation in the Directorate of Control of Works in the Public Way (in the field of the Secretariat of Public Works) of the Government of the City of Buenos Aires, a system to manage the circuit of analysis, granting and control of the permits of works that are processed by public service companies for the work they carry out on the public roads. These works are mainly focused on openings on sidewalks and/or roads.

The system lays out the rules of urban regulations for the execution of such works and the limitations that operate on them (minimum distance between two works, maximum dimensions of an opening, distance from a work to the site of sites of interest such as schools, hospitals, etc., overlapping the period of execution of the work with activities of common interest that are deployed in the city, etc.).

The set of validation rules relating to these standards automatically approves the main steps of the granting process and issues permanent information for the monitoring and inspection of ongoing works.

The hiring of this project covered the provision of hardware, basic software (operating system, database engine, geographic information system), applications and training of administrators and end users.

The first phase of the project (June 1999 to September 1999) included the provision indicated. In the second phase of the project (September 2001 to December 2001) new features were incorporated, validation rules were expanded and the number of users of the system was increased.
