Description of the services provided by the firm’s staff for the project:

Implementation of a modern, multipurpose and integrated Territorial Information System with other provincial and municipal agencies that allows to manage the graphic and alphanumeric information of all rural and urban plots of Chubut Province.

Objectives:

  • Adapt and improve administrative circuits.
  • Integrate the information currently in place in the DGCeIT into a single database.
  • Have quick access to digital menu plans.
  • Implement self-management Web applications for queries and processing.
  • Improve the quality of cadastral data.
  • Establish a mechanism for the regular exchange of information between THE DGCeIT and the areas of Cadastral, Rents and Municipal Private Works.
  • Training of Cadastre staff in the technologies to be used in the project.

Extended Description:

The project consisted in the provision of comprehensive software development and implementation services within the framework of a turnkey project, which included surveying, analysis and process design tasks, training and technology transfer tasks, digitization of plans with corresponding integration to the SIT and the design, development and implementation of the following systems:

Cadastral Management Application

Security Module

It provides centralized and integrated support to the operational functions of system security, such as policy implementation, user management, access to subsystems and role configuration, providing the appropriate and necessary information to form a safe environment for applications running in its environment.

Alphanumeric ABM Module and Chart

Includes all application functions that support the highs, discharges, modifications and queries of the parcel registry. In this sense, this module provides the tools to keep the cadaster updated, allowing to incorporate into the graphical and alphanumeric base the variations of the Plot Registry (joins, subdivisions, repairs) and determine the discrepancies that arise.

Valuations module

This module is focused on providing comprehensive computer support to the entire operational circuit regarding the calculation of the value of the properties, supporting the recording of the valuator data defined according to the current methodology and allowing the consultation of the current amounts for each real estate item, and its detailed composition.

Another important aspect is the parameterization of basic unit values and/or adjustment coefficients from resolutions or decrees and aimed at adjusting the values of the properties according to market fluctuations.

Reports and Certificates module

It includes several functionalities that allow the issuance of records, reports and certificates, facilitating the process of selecting multiple reports associated with a parcel or, in the reverse case, multiple parcels that require the printing of a constancy.

Cartography Emission Module

This module allows to generate in digital or printed form the cartographic material, from the geographical data stored in the base, to obtain the products defined in the provincial cartographic plan.

Table of Inputs/Outputs and Record Tracking Module

The formalities or presentations that are carried out in the Directorate General of Cadastral and Dependencies are entered through this module. In this way the incorporation of the information into the system allows to automatically “derive” to each specific area the novelty of the process to give it the corresponding treatment.

In addition to the entry of the data, the application, according to the type of procedure accompanies the physical documentation delivered by the controller (file), to the specific area responsible for assisting it. At the same time, each area continues the physical circuit of each procedure, but always recording in the system the intervention events established for each case.

Consultations module

This module allows you to perform all cadastral data queries from a specially designed environment to facilitate access to graphical and alphanumeric data.

Consultation System and Web Management

This subsystem was developed with the aim of enabling general consultations on mapping via the Internet. It allows you to visualize the mapping of Chubut Province with its political division, routes and city plans with its square, streets and public points of interest such as police stations, hospitals, transport, schools, hotels.

Interface with Province Revenues

This sub-system provides a mechanism for synchronizing the valuator data of each property and the province’s Revenue system; and between cadastral data and the Province’s Property Registration System.

Municipal Applications

Security

As in the provincial Cadastral system, it provides centralized and integrated support to the operational functions of system security, such as policy implementation, user management, access to subsystems and role configuration, providing the appropriate and necessary information to form a safe environment for applications running in your environment.

Municipal Cadastre

It contains the basic functions of ABM of cadastral data, reporting, cartography issuance and valuations.

Private Works

This module allows to keep up to date all the information related to the improvements/ modifications by works made in each plot.

Works and Public Services

The usual functions of the Works and Public Services area are very extensive and require customization for each case. The general functionalities common to the intended applications will allow to cover a wide range of daily activities.

Interface with Municipalities

This sub-system allows to share information and establish permanent and fluid mechanisms for data exchange between the province and municipalities.

Interface with other Institutes

This interface allows to link the information of the Autonomous Institute with the Provincial Cadastre.

Key Technologies Involved

Applications form an integrated system developed to process in real time all movements in the relational database resident on a central server that users will access through standard Internet browsers.

Applications were developed with Microsoft .Net technology, data from all subsystems resides in this ORACLE relational database, using ORACLE Spatial for geographic information management and accessing it through ADO with routines developed on .Net resident on the server.

The geographic functions for each of the subsystems were built with Web application technology, Autodesk MapGuide, which also makes the engine of base and thematic mapping publications in intra/extra and internet, channeling the realization of queries and requests about subsystems and for functions that require intensive work of editing and entering graphic information, it is used Autocad MAP 3D of Autodesk, where you can digitize complete thematic layers, or maintain them, taking advantage of the facilities of processing graphic elements of Autocad.
